The Togo Village Cultural Development Association was established since 2001 featured the “buffalo spirit” as the force of mobilization, assisting the residents to build their hometown to this day. Ceaselessly accumulated the experience of environment and space construction enable the residents to be brave in bringing up their imagination, have the motivator to make changes on life quality, and this is a dynamic process of local identification and self-trust. Trough the means of observation and recording, interview and information compiling, the researcher knew the effort that Tugou village had been done on community empowerment between 2001 and 2006, also the represented meaning and value of each stages. It is found that the community empowerment process of Tugou village could be divided into four stages: from “finding the local identification”, “building the sense of communication”, “entering of the art works” and “art action of the life aesthetic” to knew the constructing concept and goal of each stages. From the development of the environment aesthetic conscious to the process of experiencing of aesthetic creation, made Tugou village getting beyond the stereo type that under the policy and build the life of “graceful village” which belongs to itself. The association up with the T.N.N.U.A. team and artists to exhibit the art action “Reconstruction of the living space in Chu-Aka section” altogether on 2006, continued to ferment the mobilization force of self-reliance of the residents, combined the enter and cooperation from the connected artist teams during the process. Through this chance, let the residents started to change their ideas about the original aesthetic value in their lives during the process of their communications with art creation, and represented both aesthetic atmosphere and aesthetic imagery in their living attitude. The effect of the operation was expected to spread out to the other section in Tugou village and further more arouse the residents’ self-esteem of the value on the place where they grew. Here, the artists and the association understand and familiar to the mind or idea of each other deeply because of their long-term connection. The art reconstruction in Chu-Aka attempted to find the spirit and meaning of mutual space; to establish the participatory experience and self-identification; to emphasize the importance of conversation occur in public area; and to build the aesthetic culture and living atmosphere that be own by the local area itself. At last, by the experience of the operation this paper concluded the related issue occurred when art entering the community through the interview, observation and discussion, and knew the positions of each related person also the influence of their rules from the issue; comprehended the importance of the process of participatory art creation from the residents; and the value to “internalizing” the aesthetic into the residents. The researcher disserted the social value of art construction in Tugou, tried to expound the meaning of art in public area or issue, and the identification of the group or individual life value from the residents, and eventually, posed the related suggestion to be the reference of follow-up research or operation.
