And the way to ensure educational evaluator competency is through implementing educational evaluator certification system. So, the purpose of this study is to construct educational evaluator certification system for the references to educational administration agencies. This research was undertaken by Delphi technique. “Educational Evaluator Certification System Questionnaires” developed for 16-expert panel to contribute their perspectives with a three-round Delphi technique. Moreover, the data was analyzed by frequency distribution statistical method. Based on the results, the conclusions were as follows: 1. The educational evaluator certification system included: the possession of certification, the renewal and withdrawal of certification, and the supplementary measures. 2. The educational evaluator certification should be certified by an evaluator institution formed by the government. 3. The ways of possessing certification included qualification assessment, training, and tests. 4. There should be one-level educational evaluator certification. 5. The educational evaluator certification should be valid for five to ten years. 6. The educational evaluator certification should be renewed and withdraw by an evaluator institution formed by the government. 7. The supplementary measures of the educational evaluator certification system included: legislating relative laws and regulations, establishing an evaluator institution, setting up the professional competency standards, and training the educational evaluator. 8. The professional knowledge and skills of educational evaluator included: object expertise, evaluation, writing report, data processing, and methodology. 9. The professional ethics of educational evaluator included: holding basic faith, taking responsibility, keeping secrets, avoiding taking benefits, and respecting others. Finally, according to the conclusions of this study, the educational evaluator certification system was constructed, and the implementation program of educational evaluator certification system was provided.
