This study adopts the investigation method of the questionnaire, there are 535 questionnaires by mail and 447 valid questionnaires were returned. Then doing statistics analyzed the survey with mean, standard deviation, t-test, One-way ANOVA, and etc. The results are as below: 1.It belongs to higher agreeable of the contents of professional development oriented teacher evaluation in Taipei County and Taipei City. 2.The purpose of professional development oriented teacher evaluation should be formative mainly. 3.The criterion of evaluation should be fair and objective. 4.The method of professional development oriented teacher evaluation demonstrated that self-evaluation and peer-evaluation should be the better. 5.The best material of evaluation is the classroom observation. 6.The results of evaluation should be secreted, and give encouragement to the teacher who reach the standard of evaluation. 7.Educators in Taipei County and Taipei City elementary schools on the content of the professional development oriented teacher evaluation have obvious differences in gender, service seniority, position, educational degree and attendant. 8.Most important possible solutions of the three professional development oriented teacher evaluations were “assessor should be specialized”, “programs should take gradually”, and “strengthen the communicated with educational organizations”. 9.Educators in Taipei County and Taipei City elementary schools on the possible solutions of the professional development oriented teacher evaluation have obvious differences in position, educational degree and attendant. 10.Educators in Taipei County and Taipei City elementary schools highly supported the professional development oriented teacher evaluation 11.Educators in Taipei County and Taipei City elementary schools on the support of the professional development oriented teacher evaluation have obvious differences in gender, service seniority, position, educational degree and attendant. Base on the above conclusions, this study plans to make some suggestions for the educational authorities, teacher education institutions, school administrations, teachers and the future research.
