And under this rapidly environmental changing condition, the traditional top-down organizational change approach has its limitations. On the other hand, the bottom-up approach has been called much attention to it. In addition, emergence has been emphasized as a way for organizational change. This study applies the action research method to participate in a quality improving project. From the perspective of complex adaptive systems, the status of organization agents’ mental sets and self-organized behaviors are studied through interviewing and literatures review. It has been found that mind sets of organization agents have an effect on receiving information selectively. Three organizational contexts which are sharing the information, a precise organizational objective and completely involvement of the leader have great contribution to the interaction and connection between organization agents.
