The study also explored the needs for future ESP curriculum design and instructional development in the general Taiwan context. Specifically, the purpose of this study was to investigate the effectiveness of the KCG English programs by a) evaluating and critiquing the intensive English elite training program conducted by city government, b) describing and exploring perceptions concerning adult learning motivation and difficulties, and c) identifying the specific strengths and weaknesses of this ESP program. The study employed a quantitative survey method companied with semi-structured interview to examine the effectiveness and weakness of this program. The survey data were analyzed by SPSS, thus producing descriptive statistics. The information from open-end questions was categorized and analyzed through SWOT analysis modal. The results revealed that adult English learning concerning motivation and anxiety matters. Also, the analyses of the results revealed the adjustments and deletion of part subjects needs to be considered. Based on the findings of this research, several issues are discussed, along with pedagogical implications arising from the study. The study also sheds some light on the importance of needs analysis for more effective implementation and evaluation of any new ESP program for civil servants.
