Summary:碩士 === 南台科技大學 === 資訊管理系 === 96 === With the vigorous development of information technology, the problems about bridging digital divide in rural area had richly been earned great attentions by international societies, and therefore our government proposed the national project with a term of four years, that is called “bridging digital divide in rural area” in 2005. This project had approximately established 200 "Digital Opportunity Centers", “DOC” for short, in country-wide remote districts. Due to DOC has been a fresh type of government apparatus in the past few years, we orientate it as another type of nonprofit organization according to its mission. And further, the existent values of nonprofit organizations almost focus concern on disadvantaged minorities. Therefore, the main purposes of this study are as follows: 1.This research intends to foremost explore the value structures behind the communities’ reaction to the DOC value system by means of qualitative means-end theory and Content analysis. 2.This research intends to establish a thorough Hierarchical Value Maps (HVM) based on viewpoints of the community, and which can indicate a track of value system in the communities’ mind. 3.According to the findings, this research develops specific propositions and future recommendations. The results of interviews categorized by content analysis were drawn into HVM with two most important linkage paths. The majority in the community consider that “ability” and “quality of life” are two greatest value indicators among value systems behind the communities’ reaction to the DOC. We propose some proposals in the end: 1.Strengthen diversified lifelong learning courses. 2.To help people obtain professional computer licenses. 3.The implementation of e-commerce to enhance employment opportunities.
