Thus, for industries and enterprises which emphasize on performance and standardization patents sometimes intruding management and decision-making. However, patents indicators process indicators that could be directly observed and provide visible value for judgement. The study aims to collect related literatures and current evidence of patent indicators in Taiwan in order provide references for modifications, further researches, and applications of patent indicators. This study collects related literature and analyzes Patent Indicators in Taiwan via methods of literature analysis and content analysis. Firstly, the researcher searched for literature from various information resources, such as Electronic Theses and Dissertation System, Government Research Bulletin, and Chinese Periodicals Indix. There were 29 keywords found. Secondly, these 29 keywords were utilized to search related literature from the identified 109 articles.The ever first research of patent indicator was conducted in 1992. The study was about the TFT-LCD real diagnosis, the author is Chang,Chung-Fun (陳傳芳), who was supervised by Professor Liu,Shang-Jyh (劉尚志). The search outcome of literature analysis showed there were 14 categories among 99 patent indicators during years of 1992-2007. Averagely, each article contains 4 patent indicators. Those contain 5 and above patent indicators are arears of “Business and Administration”, “Journalism’, and “Social and Behavioural Sciences”.There are 7 research teams involved during these years, by order of numbers of articles, they are: Kuei-kuei Lai (賴奎魁), Shang-Jyh Liu (劉尚志), Yun Ken (耿筠), Yi-Zhi Chen (陳怡之), Mu-hsuan Huang (黃慕萱), Pao-Nuan Hsieh (謝寶煖), and Show-Ling Jang (鄭秀玲). According to the analysis of available industries studied, there are four industrial domains, the first three ones are TFT-LCD, Semiconductor, Biotech, and Enterprise applications which are coordinating with “Two Trillion & Twin Star” national development policy.The study concludes as follow: (1)This study found out that past studies of patent indicator set were utilized in the past years. (2) The study of patent indicator, in terms of quantity, in Taiwan area is still in developing stage. (3) There are 7 major research teams involved during these years. (4) The connection and networks of patent indicators with patent value, such as financial performance of industries are not significant. (5) The state-run universities obtained 73% of government support for research of the kind in comparison with independent unitversity settings. (6) The imperical studies on patent indicators are valuable for supporting national development policy because the outcome of the study indicates that the prioritized industrial domains are matching with national high-tech planning policy. (7)To utilize bibliographic metrics to analyze the relations among patents is of validity value. This is the first study to analyze patent indicator related literatures including more than one industriacl evidence. The study constructs expert keywords group, contnts of past literatures, and usage of patent indicators of subject and industry or industrial categories, and hence provides the developmental processes of patent indicators.
