IMS technology can integrate the mobile network and fixed line network and provide the cross-network and cross-platform value added service. The IMS system benefits the development of surveillance service because people rely on to the surveillance system deeper and deeper. The solidity implementation of monitors & network, also the convenience and familiarity of system operation, are both factors influencing the result. This research proposes the model and mechanism to develop the mobile surveillance system by IMS platform. There is no additional request of equipment for build up surveillance network just by integrating surveillance service to telecom operator’s existing service and the existing network. Operators also can increase revenue and decrease the loss of customers by promoting surveillance service.
