After Professor Richard H. K. Vietor of Harvard Business School pursued a ten-year in-depth research on the current development of 85 countries in the world, a crucial conclusion was made in the end of 2007 “ the development of the world relies on a capable government and a well-informed and active civil society” Rudolph W. Giuliani, a great leader who led the residents of New York City to pass through the 911 terrorist attack, also pointed out that “the government must stand with the people to face and deal with the disaster during critical times.” Undoubtedly, the establishment of partnership between government and civil sector (public and private sectors) has played a key role in the process of human society development. Because the current trend of the issues in the international community is getting diversified and globalized, therefore it creates new opportunities for the close cooperation between global government and civil society. The “military humanitarism” which combines the “military power” and “humanitarism” to jointly deal with the international humanitarian crisis has been an international trend; especially under the overwhelming dominance of the international super powers like the United Nations and United States. This also pre-indicates that there will be more frequent and close interactions between military (government) and non-governmental organizations (civil power) on the international stage in the future. These close interactions can actively play as a cooperative relief power in dealing with the humanitarian relief affairs which are highly related to survival of human being. Therefore, this study intends to comprehensively explore the interactive relations between military and non-governmental organizations in the realm of humanitarian relief, and to further discuss its future development. From a global macro perspective, several important countries which play important roles on the military humanitarian relief are analyzed by using the theory of public private partnership as the research path, and by combing perspectives from scholars and specialists of the analyzed countries.
