The new-era military warfare guidelines posed in 1993 was aimed at the local war to win the high technology warfare. In 1997, PLA focused on advanced technology and two radical changes as the goals of strategic ideology. In 2002, they aimed at mechanized and information oriented construction as the double historic mission. In 2007, the PLA held the win in information warfare as the final goal. The present study takes the military dimension as the range of study to probe into the very origin where the PLA develops the information warfare, the information warfare oriented construction and the trend of potential development. By means of absorbing Western information warfare theories, the PLA classifies information warfare into such strategic thoughts including notably “to conquer the enemy without resorting to war” advocated by Sun Tze of China and “People’s War” posed by Mao Tse-tung where the information warfare is embedded. They attempt to deal with the enemies of advanced science and technology by means of vigorous development of aerospace technology, cyber warfare and such “asymmetric warfare”. Taking advantage of the prompt development of the overall national powers, the PLA has been in close interchanges with foreign counterparts while it tries hard to purchase and absorb advanced science and technology to foster high-caliber professionals and experts of information warfare. In turn, through such efforts, they try to make up the weaknesses of superior human resources and outdated equipment & facilities. Here in Taiwan where the armed forces have significantly enhanced the warfare power thanks to the enforcement of the enhancement programs. As the PLA is developing its information warfare in full steam, Taiwan’s armed forces are advised to continue the prudent efforts to prevent widening gaps of armed forces strength between Taiwan and Mainland China. 蔡萬助 2008 學位論文 ; thesis 154 zh-TW
