Summary: | 碩士 === 國防大學政治作戰學院 === 政治研究所 === 96 === After the dissolution of Soviet Union, Russia has become the dominant State of the Commonwealth of Independent States(CIS). The social, political and economic institutions have made major changes in this process of the transformation. In the early stage of the transformation, Boris Yeltsin tried to improve the domestic economy with pro-America policy and the economic aids from the West’s countries, the following results were drastic political conflicts, great economic depression, poverty of people live, and degradation of national power. Vladimir Putin came to power in 2000, he then took the practical and active measures in the domestic and foreign affairs, and proposed a blueprint of “Russian Energy Strategy till 2020” in combining Russian rich natural resources and gifted geopolitical advantage with pragmatic and balanced diplomacy and foreign policy, tried to revive the economy and reinstate Russia to the leading powers. Nevertheless, the neighbor countries started a competition of energy sources as the Russian new diplomatic energy strategy enacted.
Documentary analysis is the main research method in this study. From geopolitics point of view to discuss the present Russian diplomatic strategy, and focus on the process of Putin advocated the diplomatic strategy taking energy diplomacy as important means every year nearby, to explore what have been caused on its national survival and development, geopolitics environment and international status.
The international oil price climbs up constantly. By virtue of the abundant oil and gas resource, Russia is trying hard to fine herself an important role of being a fuel and gas supplier in the international energy market. In summary, Russia safeguards its national benefit, survival and development by the diplomacy of energy. The energy resource also brings political interests and creates a favorable international situation for the Russia. Now it also takes a great step in returning to the road of big country. In addition, Russia has abundant energy resource and claims the flexible foreign policy, this will provide a solid foundation to develop the relationship between Taiwan and Russia in the future. It is also worth Taiwan’s foreign policy to refer to and draw lessons from it.
