However outsourcing strategy is one of the popular approaches to deal with this problem. It enables the enterprise to concentrate its core business and creates the self-brand value. This strategy plays an important influence in business competition. This research is based on state-operated unit system and constraints on budget of workforce. Among the previous literature of outsourcing researches, many results are discussed by questionnaire survey. Therefore, we focus the research on the interior staff and subcontractor of the case company. Using the categories of “the official grade”, “age” and “period of occupation” to discuss the efficiency of decision- making unit by DEA method. We try to propose the flexible human resource system to this case company. Finally, we want to use the association rule of Apriori to analyze those inefficiency decision- making units and find the accurate factors that influence the performance of DMU. Then, we also propose some rules of improving operation procedures and training system to attain the quality goals of6 .
