In the trend of Globalization, the national boundary and government sovereignty is surmounted, the non-governmental organizations (NGOs) has its own stance under multi-dimensional issues. Now the international society pays attention in those issues such as economic, environmental protection, poverty, and resources distributions and so on. Especially, the poverty problem takes attention seriously since 1980, however the United Nations, Word Banks and OECD (Organization for Economic Cooperation and Development) take actions for resolving humanity crises and assistances. Japan, as a member of OECD, the ODA (Official Development Assistance) budget in 2007 is top 3 in DAC (Development Assistance Congress) countries. And Japanese administration has highly interaction and concentration on cooperating with NGOs. This article discusses the relationship of Japanese government and NGO, and by studying the example of Peace Winds Japan in ODA, to understand the roles and functions of NGO and Japanese ODA relations in foreign aid program.
