This paper argues that all those dogmatician, such as experts and scholars, are outsiders, they carry knowledge depends on the specific research ways to explore the resident's demand. However, isn’t it necessarily to conform with the resident’s need to define the She-Zi island spacial development? Is the She-Zi island resident’s "lacking feeling of development" the result of interweaves of power relations?Among these power relations, what is resident's role and how do they concern their living environment? In order to explain the relative underdevelopment of the She-Zi island, this paper devotes to find clues to de-mystify the power relations and explore the actors, especially resident’s react to the structural black hole. This paper reconstructed She-Zi - resident's social space impression by qualitative interview, the residents are the subject to understand the feeling of residents’ living space, they live anticipation and the whole construction they want. In another hand, we adapt the secondary data as the way to understand and analyze the operation ideology sign of the past to contrast with the environment that is constructed by out-coming power actors, great environment and policy operation. By reviewing the power operation process we can analyze the gap between imagination and construction. The research result discovered that state apparatus operate power on planning of She-Zi island to respond the government development direction ideology, and coordinating the expert to grasp the knowledge power to construct the connection between government ideology and She-Zi island space. Live and expectation of the resident controlled by country, knowledge, and power. Through out the process of She-Zi development from building ban period until now, every actor depends on their social position to grasp the power and evolves in the develop process .They mold a series of hierarchy system, divided government, official, Representative, and residents .There is deference power between them, they also pin down each other, four bodies have showed unbalanced power distribution. Subject of each rank takes a action except to complied with national policy and also for their own benefit. Following Bourdieu’s capital or habitus, individual and structure contend with each other. In fact, the space is power diverged, pilling property data, they pass through layer upon layer that may obey Foucault’s viewpoint of micro power, and also formed difference between imagination and construction. Then, all of each subject wants to make their own history, but not only structure factor, also between person and person, person and community, community and community's entanglement, so they do not make it just as they want, consequently ,they create " intentional-unintended consequence ".
