Especially after the evolution of democratic election of Taipei Mayor, rules making and applying of low-income residence assistance system had been changed. The substance of this study is to investigate changes of the rules and progress of the determination of low income families, contents of assistance, and methods of social services. It also reviews if these rules and progress can go with the stream and satisfy low income families.
