| Summary: | 碩士 === 東吳大學 === 社會工作學系 === 96 === The teenage prostitution issue has always been paid attention to in Taiwan to help the involved children and teenagers get out of the current situation and live a better life. In pursuant to Child and Youth Sexual Transaction Prevention Act, the life of the child or teenager found engaged in sexual transactions should be arranged by the short-term sheltering center social workers, who are required to put forward an observation and guidance report and propose treatment measures to the court within a period of time from two weeks to one month after settlement.
Therefore, this study focused on social workers in short-term sheltering centers and their practical work experiences to probe into their suggested treatment measures for teenage prostitutes. This study aimed to: (1) understand practical situations and social workers’ methods of implementing the suggested treatment measures; (2) understand the basis of the suggested treatment measures; (3) understand the difficulties encountered and coping strategies; and (4) conclude the research findings and provide a reference for social workers to implement “suggested treatment measures”.
Based on the exploratory qualitative research method, purposive sampling was adopted to perform in-depth interviews with seven social workers in six short-term sheltering centers. Through the analysis of the collected data, the following were obtained:
1.The situations and methods of implementing suggested treatment measures were analyzed to find out the data that social workers refer to when preparing for the report and how they discuss with the social workers in the government and the teenage girls. Through social workers’ motivation, feeling, opinions about the teenage girls’ behavior, and professional concepts about social work, their beliefs of service could also be understood.
2.Perspectives from teenage girls, family, school, and the sheltering institution that social workers at short-term sheltering centers consider when proposing the treatment measures to seek the client’s best interest were induced.
3.The difficulties encountered when proposing treatment measures and strategies used were organized into the systemic, practical, and resource aspects. The resources that social workers use to deal with these difficulties are mainly from colleagues, discussions, and support from supervisors. Contacts between institutions and resources are relatively more frustrating to social workers and need to be further supported and assisted.
According to the above findings, five issues were proposed for discussion: (1) The service content remains the same across different eras. (2) Client’s best interest vs. social worker’s power. (3) Review of the beliefs of social workers. (4) Treatment measures for marginal clients. (5) Rigidity of laws vs. decision of social workers. Finally, the research conclusions and findings were organized to propose suggestions for the policy, practical work, and sexual transaction prevention service system, in an attempt to provide reminders to the current system. Besides, it was also expected, through the investment of more resources and constant attempts of social workers, that the client’s best interest can be sought to help each client live a better life and have more opportunities.
