In the past few years, internet and intranet-supported services have been improving dramatically. As a result, computer technology and communication skills merged to form new internet products. Funds transferring around the world is more convenient and easily. Thus, it also makes more and more problems on this topic. With regard to the key points and framework of this thesis, it has seven chapters including conclusion. In chapter one, this paper intends to illustrate the motive of reasoning, purpose, methods, scope, limitation and expected purpose of research. In chapter two, the paper introduces the type of the electronic funds transfer and distinguishes it into consumer, commercial and overseas funds transfer. However, we wouldn’t discuss the many different kinds of electronic payment tool. In chapter three, this paper picks up “Uniform Commercial Code Article 4A” 〈National Conference of Commissioners on Uniform State Laws and American Law Institute draw up in 1989〉and “Model Law on International Credit Transfers” 〈United Nations Commission on International Trade Law in 1992〉 to be the model rules of funds transfer. Since the above two are the most important rules of funds transfer in the world. We could understand the fundamental of funds transfer from it. In chapter four, the paper illustrates the most important payment systems of the world such as Society for Worldwide Interbank Financial Telecommunications 〈SWIFT〉, Federal Reserve Communication System 〈Fedwire〉, Clearing House of Interbank Payment System〈CHIPS〉, Trans-Europe Automated Real-time Gross settlement Express Transfer〈TARGET〉, Clearing House Automated Payment System(CHAPS)and BOJ-NET Funds Transfer System. These systems all have huge influence to the world. In chapter five, we introduce the “Core Principles for Systemically Important Payment Systems” which present by the Committee on Payment and Settlement Systems of Bank for International Settlement(BIS). This principle is base on the necessary of international economic cooperation and this is followed by every country in the world. Because all these principles are very important, we would introduce the application of these principles in detail in this chapter. In chapter six, the paper reviews the condition of Taiwan. It discusses the Central Bank which is the major funds transfer and clearing system of Taiwan. There are Interbank Remittance System, Credit Card and Shared ATM System and Clearing House System. These systems have different responsibilities in the internal financial situation. Also the paper broadly illustrates the challenge role play of the Central Bank of Taiwan in the future. At last, the paper tries to provide some different thinking to improve the inner funds transfer and clearing system by comparing to the different funds transfer systems of the world. And in the last part of thesis, we post the “Uniform Commercial Code-Article 4A Funds Transfers “and “The United Nations Model Law on International Credit Transfers” in detail.
