The specially impels the "e-government" policy. Our government began of the Mid-term plan of e- and network government in year 1997. The ultimate objective of this plan is to improve its efficiency and to enhance the quality of its services one objective in mind, that it is all of services into a single solution. As an effort of unifying government resources and of transforming them to e-Services in all level of government agencies, the Executive Yuan began to implement “e-Government Proposal” which offers web services as the basic framework Server Oriented Architecture (SOA) as the base service model for all level of agencies in e-Government.
The objective of this thesis is to discuss the possibility of the application of SOA to interdepartmental information sharing for the agricultural department of government, and to utilize the scenario simulation method to discuss how government agencies adapt to this new unified services. After the discussion of the related research in the literature, respectively, are chosed appropriate models for BAPHIQ/COA, TACTRI/COA and TARI/COA. It used UML as system analysis tools, used Web Services as the cross department services and used XML as the standard of data exchange. It compiles the system model and objects into the real Web Services code and deploys the system on Microsoft .NET and PHP platform. This study shows that SOA could easy and fast integrate interdepartmental information and simplify related operating processes.
