It is important topic of the country to improves the competition advantage for the national innovative system.. The NIS is government, enterprise, university, research institution interactions with each other . This research takes Industrial Technology Research Institute (ITRI) as a case study for NIS. With the view point of Variety: Ashby mentioned that “Only variety can destroy variety”, this study may help to understand how ITRI adjust its organization innovation and operating processes once faces a complicated environment and uncertainties at each development stage of the past 30 years. A typical example focuses on the development of Electronics Research & Service Organization (ERSO) in the semiconductor industry. It discusses the design of organization innovation mechanism with an ultimate goal in increasing competitiveness of the country. This study prepares a foundation for building up a ITRI evolution model of development and self-adjustment. This model is then used to explain how, along with changeful external environmental, ITRI enriches its variety via constant adjustment of its character and organization operation mechanism. Finally, based on the model, the study discusses it’s implications of management and application. Several suggestions have also presented for the development and position of ITRI.
