Recently, the department of agriculture in the government tries to improve the structure of agricultural production, promoting the leisure agriculture, saving the declining rural village, and activating the use of the farmland through the industrial transformation.
The department of agricultural officially distinguish between the Leisure Agriculture Area and the Recreation Farm until 1996, and established the legal status of the Leisure Agriculture Area and Recreation Farm. The purpose of the Leisure Agriculture Area is to planned for reach concrete recreation agriculture, and planned by professional planning groups under government’s supervise, and make the Leisure Agriculture Area become the important policy which develops regional Leisure Agriculture. There are 57 Leisure Agriculture Area still not match the official definition and experts’ expectation over these years, and most of the Leisure Agriculture Areas only emphasize ' travel ', but the essence of ' agriculture,’ even destroy the rural environment, and not all of the Leisure Agriculture Area can attract the Recreation Farm.
This research based on the concept of the industry and environment protection, and uses the Agglomeration Economics and Cultural Industry theory to construct the function of the Leisure Agriculture Area. Then, check the operation of the Leisure Agriculture Area in Chen-Tou-Shan by using the regulation analysis and in-depth interview, in order to understand the shortcomings in this area.
In addition, this research tries to explore the issues of the Leisure Agriculture development in the Chen-Tou-Shan from the policy, management, and execution aspects. Through this study, we would like to generalize the shortcomings of the Leisure Agriculture Area in Taiwan.
In the final section, this research attempts to provide the draft strategies to improve the development of Chen-Tou-Shan Leisure Agriculture Area. The results of this study can provide more information for decision makers to ensure the quality of the Leisure Agriculture development in the future.
