Summary:博士 === 中國文化大學 === 政治學研究所 === 96 === This dissertation focuses on the political participation of the Hakka ethnic group to analyze the relationships between several variables: the electoral system, the delimitation of electoral constituencies, the political party system and the Hakka ethnic group. Taiwan’s legislator election reform is also further examined. This dissertation will prove that the relationship between the above mentioned variables exists. The relationship between electoral constituency delimitation and the administrative district demarcation is observed and the impact that electoral constituency delimitation can have on the political representation of ethnic minority is discovered. This research also includes several interviews with national elected representatives (the legislators), local elected representatives (local councilmen), people intimately involved in the delimitation practice (staffs of the election authorities), active Hakka ethnic organizations involved in politics, and journalists to further support the arguments. The disappearance of the Hakka ethnicity in society is a problematic issue worthy of serious concern and the “Regaining the Native Tongue” campaign was introduced to counter the trend of fading Hakka culture. This move has created a renaissance of Hakka heritage and language preservation and significantly revitalized Hakka ethnicity rights (that of maintaining and strengthening their ethnic identity). Through this example, the research shifts its attention to analyzing the interest of the Hakka (maintaining their ethnic identity) by examining the human rights essence of “Regaining the Native Tongue” campaign. It then compares “the consensus democracy” theory and “the multi-participation” approach in discussion. This dissertation concludes that the stronger the Hakka’s political representation, the more authoritarian resources can be allocated. Subsequently, the fading of the Hakka ethnicity will be diminished. This research also suggests several solutions to protect the Hakka’s political representation in the short, mid-range, and long term through public policy. This dissertation is an empirical analaysis of the 7th term legislators’ election result. It argues that 1. Hakka voters tend towards the Kuomingtang. 2. Voters (including those of the Hakka ethnicity) in the country tend to consider their own ethnicity when deciding who to vote for if one of the candidates has the same background. Comparing the 7th term Hakka legislators with the 6th, it is shown that the political representation of Hakka residing counties, such as Taoyuan, Hsinchu, and Miaoli is weakening.
