An adaptable manner for utilizing land resources could improve the human life quality and promote economic growth. Nevertheless, the environmental impact is quite obvious such as the increase of carbon dioxide concentration in atmosphere. Since the issue of global warming is highly emphasized, reduction the gas of greenhouses becomes an important policy in all of the countries. Currently the carbon dioxide reduction methods including the promotion of economy energy, the enhancement of energy conversion rate and the usage efficiency , the encouragement of renewable energy utilization, the reduction of high consuming energy industry, the development of carbon dioxide absorb and fix technique etc. However, the strategies of carbon dioxide control by using the land-use planning technique are seldom to be discussed. This research attempt to integrate the environmental system analysis technique associated with the geographic information system tools to discuss the interaction between the land-use pattern and carbon dioxide emission. An optimal model will be built base on the objective of maximum benefit for the land utilization and constrains of the reduction requirement of carbon dioxide emission. The Kaohsiung country was selected as a case study for confirm the feasibility of the process of the decision making.
