Summary: | 碩士 === 國立臺灣科技大學 === 資訊管理系 === 96 === The Audio-Video Digital System is very important to the operation of television stations and the application is fairly broad. This research covers the digitalization of TV news collecting, editing, producing, broadcasting and archiving. The case studied is based on the actual experience of the writer’s participation in constructing the Digital News Archives System. In this research, in addition to the construction process, there are also in-depth interviews with CEOs of television stations regarding their experience in using the information system and achievement in TV production. With the results of the information system success assessment and concerning operation evaluation theories, thus come up with the research conclusion.
At the stage when the Audio-Video Digital System is first introduced to the television stations, if lacking of a complete planning, the problem of format incompatibility might happen. Especially in the process of production, although the Digital Systems are different, whereas the audio-video formats must be compatible, otherwise effectiveness will be influenced. Digitalization has changed the TV production & broadcasting process. Hence, the most appropriate operation procedure has to be decided before planning the digital system. Having a consensus of users before planning the system will lead to a greater chance of success. A TV station functions 24 hours a day and allows no interruptions of its service. Its staff must be well-skilled and also capable of excluding mal-functions. It is not possible to totally rely on the system suppliers. On the other hand, the editing technique has progressed from liner to non-liner system. The skills and experience are essential to the program quality. Therefore, facing the coming of digital era, it is vital to emphasize on the education and training of digitalization techniques, in order to make the best of advantages of digitalization.
The digitalization of TV production & broadcasting is not directly related to the ratings. Its major advantages include the operation on a unified platform, the simplification of procedures, multi-users co-working, the convenience of resources sharing, efficient communications and better operations. However, the reduction of manpower will depend on the management policies. When it comes to the expansion of business, for example the increase of channels, digital system will reduce manpower needed and thus lower the cost of operation. In all, the evaluation of the Audio-Video Digital System used by a television station can not be based on the short-term return on investment. The elevation of operation efficiency, users’ opinions and future development of the organization also have to be reviewed at the same time.
