Thus, the transaction between operators will be happened and in gereral originating network pays interconnection fee to terminating network. According to Mobile operator, the income of interconnection fee accounts for 30% of total revenue, while the payout of interconnection fee is 40% of total expenses. Therefore, the interconnection fee plays an important role of teleocmmunications in operations. We found that the arbitrage between telecommunications operators arises from information asymmetry between operators during the interconnection. Normally, the originating network owns more information than the terminating network in terms of calling line identity and signaling. It could categorize three types of arbitrage, consisting of regulatory-related, business-related and technology-related arbitrage. There are several possible proposals to be addressed such as the amendment of regulation, revision of interconnection agreement, improvement of the design of the tariff, the management of risk control, and the build-up of database for the models of arbitrage, etc to reduce the issues of information asymmetry.
