碩士 === 國立臺灣大學 === 國家發展研究所 === 96 === This research main purpose is intended to understand the progress on license and the employment service for the disabled : a case study on the governing mechanism of the Employment Services Center,Taoyuan-Hsinchu-Miaoli Region. First, based on Wilensky(1964) professional perspective to examine the progress on license, then, by the neo-managerialism to survey the realation between the license and employment service of people with disabilities. Two methods are used in the collection of research data: literature review and depth interview. The findings of this study: Firstly, the progress of the license is in the third phase. Secondly, the administration uses the neo-managerialism to make a good performance in the employment services, and also makes a delivery system by quasi-market and paying the fee for services. Efficiency is important to the employment service for the disabled, however, the quality is significant above all. So, the administration inject the license into the employment services for the disabled.
