There were 43 countries had transformed the national enterprises into privatized enterprises at the end of October in 2007. Although the policy is continuing, the employees are worried about weather the labor right will be affected or not. This study would discuss the role of labor union in the process of privatization and impacts. There is a case study about the labor union in the Taitung Post Office. The researcher would like to study the attitudes and strategies of members and cadres in labor union when they face the privatization, particularly, how the union to reshape the consciousness. This study will explore the dilemma among the government, labor union and employees. This case will expose the situation that the union is unable to against the policy when it is under the government control. This study uses the qualitative methods. The data will be collected by interviewing the managers, the leaders of the union labor, and the employees in order to know their points about privatization. After the in-depth analysis, the researcher has concluded a number of findings, such as the sense of uncertainty caused by the privatization policies toward the staff of labor union. Overall speaking, they do not oppose the privatization policies initiated by the government but worry about their right of job opportunity. The worry and the sense of insecurity have led to severe psychological pressure of the staff. On the other hand, the labor union of the state-run enterprises often needs the support from the government. Thus, the reason why the labor union cannot confront against the government policies is because most the public servants have the obligation to follow the instructions given by the higher-ranking officials. This study aimed at understanding the role of the labor union in the privatization of the state-run enterprises, especially the state-run enterprises union labor sponsored by the government. In addition, how to make the union be more submissive to the government supervision and prevent the union from linking together with other labor unions are one of the most challenging tasks of solving the concurrent problems of achieving the goals of the organizations, the qualification of the staff, and the operation of the organizations.
