The content of portfolio and the definition of learning behavior were discussed in this study. And the implementation method of Web-Based Portfolio Assessment Environment and course were designed according to the results. The data of students’ behaviors and attitudes in the Web-Based Portfolio Assessment Environment were collected from interviews, classroom observations, students’ digital portfolio and records of the Web-Based Environment. The results of the study demonstrate that students spend more time studying with Web-Based portfolio assessment at home and have better achievement of writing, reading and replying to learning diaries. The learning process of Web-Based Portfolio Assessment can improve students’ relationship with others and help them to develop critical thinking. And self-identity and feedback from classmates encourage students to improve their portfolios.
