Summary:碩士 === 國立臺北大學 === 公共行政暨政策學系 === 96 === National Palace Museum first time uses the contracting-out mode to operate the special loan exhibition “Splendor of the Baroque and Beyond:Great Habsburg Collectors Masterpieces”. The study is taking the principal-agent model and public-private partnerships as the analysis way, and using the case study method to discuss three questions:First, how to evade adverse selection and moral hazard in the principal-agent mode. Second, how to develop the partnerships between the government and private organization. Third, discussing how the two models interact in the reality. Arrange the brief illustration as follows in thesis chapter: Chapter 1:Introduction. Explains the motivation and scope of this research. Chapter 2:Exploration of documents. Explores local and foreign documents in respect of NPM, contracting-out, principal-agent model and public-private partnership. Chapter 3:Case documents. Explains the background and condition of NPM, Media Sphere Communications LTD, and the laws and regulations. Chapter 4:Research design. Explain the research methods, analysis framework, and the interview process. Chapter 5:Interview analysis. Analysis the different opinions of the tow sectors. Chapter 6:Conclusion.
