碩士 === 國立臺北大學 === 都市計劃研究所 === 96 === The government thinks that urban renewal not only encourages cities to redevelop and improve residential areas, but also takes the responsibility to revive urban function and gain the public interest. However, does the government contribute due public interest with the way that develops urban renewal with social resources, such as capacity reward and tax break? Besides private departments involved and related owners gain due rewards, does urban renewal achieve the goal that improves the public interest? These are what this study aims to discuss. Therefore, the objectives of this study include: 1. To understand the opinions of public and private departments for the urban renewal in Taipei city regarding the policy and the operation, and further understand the views of each side about the contribution of the public interest of the urban renewal in Taipei city; 2. To discuss the issues faced by the city during urban renewal and their causes, and considering the public interest, to provide appropriate strategies, and finally reflecting modification of laws to achieve the possibility of administration. Finally, this study makes suggestions of the current laws of the urban renewal, including: 1. Simplifying the deliberation process of restoration and maintenance during urban renewal and therefore improve the public interest. 2. The urban renewal should provide certain proportion of projects to disadvantaged groups. 3.The urban renewal should distribute the contents and amounts of rewards regarding various periods and areas, to offer the public interest to society in a great diversity. 4. Public departments can apply zone expropriation during the urban renewal and therefore acquire needed public facilities or lands more efficiently. 5. The current urban renewal laws can expand the ways of making money, to increase the possibility of the urban renewal by public departments, and control the amount of the public interest contributing to the city itself.
