Summary:碩士 === 國立臺北大學 === 合作經濟學系 === 96 === Based on the microfinance experience in the world, microfinance can help the vulnerability and the poor to improve their life, and increase their income by productive activities. Cooperative finance has similar function with microfinance, but put more emphasis on the solidarity between people and social network. In the process of create a business, the entrepreneur have demand of the productive factor, such like capital or technology. Especially, women sometimes can’t access microloan from commercial bank due to cultural factor or lack of mortgage or collateral. Besides commercial bank, the forms of microfinance institution still include financial cooperatives and non-government organization. Public sector is a type of microfinance supplier of fund, micro-entrepreneur can access business start-up capital from government through many kinds of microfinance institutions. As to the non-financial service, they are delivered through public-private partnership. The Study choose eight countries in Europe, North America, and Asia, to observe their female entrepreneurship and microfinance mechanism, and find out the form of the partner organization, model of interaction, and support items . On the other hand, we interview the public sector, partner organization, and financial cooperatives. By using the qualitative analysis method to understand how it works in Taiwan, explore the existing problem, and compare with other countries in advance. In conclusion, the female entrepreneur supporting mechanism in Taiwan is complete, but it still has to get improve. From financial aspect, the entrepreneur can only access microloan from commercial banks, but financial cooperatives with high repayment. From mentoring aspect, the service provided by government may not meet their individual demand. I suggest that government try to diminish the limitation of the law of cooperatives, and adjust the policy, to strengthen the entrepreneurship environment.
