Firstly, In order to understand the rise and the basic ideas of the standard-based curriculum reform, this study is to analyze the official report that U. S. federal government releases. Secondly, In order to explore the Texas’s standard-based curriculum reform, this study is to analyze the official report and curriculum measures that Texas Government releases. Finally, the rise of the standard-based curriculum reform, the procedure and the basic ideas in it, the structure of the Texas’s curriculum standard and its curriculum measures are criticized. The conclusions of this study are: 1.The rise of the standard-based curriculum reform includes maintaining the advantage of economic competition and interfering with education positively by U. S. federal government. 2.With the evolution of educational laws, the curriculum measures of the standard-based curriculum reform are gradually strict. 3.The basic ideas of the standard-based curriculum reform are each student can study effectively. 4.The Texas’s curriculum standard accords with challenging standard that U. S. federal government demands. 5.The Texas’s curriculum measures accord with curriculum measures that U. S. federal government demands, and make another relevant measures.
