Summary:碩士 === 國立臺北教育大學 === 教育政策與管理研究所 === 96 === The main purpose of this study is to explore the elementary school management problems of beginning principals and their solutions, and further to find out the real problems of beginning principals on school management. It is hoped that the suggestions for the beginning principals and educational administration agencies will be drawn. This study was to take semi-structured interviews for data collection. The framework and interview guide of study were formed from literature review. The objects of study were sampled purposively, included four beginning principals of elementary school from Taipei County in 2007 and one experienced principal who achieved “2006 Excellent Principal Award of the Ministry of Education”. Based on data analysis, some conclusions were reached as follows: 1. The elementary school management with the strong emphasis on the following: policy implementation, administrative management, instructional leadership, public relations, and crisis management. 2. Beginning principals believe that the role of a school principal is complex and divers. They also have to serve as a companion for the community which the school is located. 3. Beginning principal believes that his/her role as a school principal changes accordingly. The experienced principal suggested that beginning principals should first emphasize on being a person who mediates and communicates. 4. Whether the role of the beginning principals is difficult or easy depends on the different organization of each school. 5. Currently ,the beginning principals are doing well on the school management. However, there are still some major problems such as” The way of handing-over between Before and After Principals”, ”Shortage of administrative staff”, ”Don’t know how to create advanced instructional atmosphere”,and ”The members of school ignore importance of crisis management”. 6. In summary, to compare with beginning principals’ solutions on school management, the experienced principal more stressed on the establishment of rules of the system. 7. Beginning principals think that problems such as the source of new students and the survival of the small elementary schools in the remote areas should not be over looked.
