Abstract
The purpose of this study is to have an understanding of the viewpoints of the related personnel in small schools and communities in remote districts in Taipei County on the assessment indicators and the measures for school consolidation. The three methods adopted in this study are questionnaires, individual case interviews and document analyses. The questionnaires were given to 34 small schools with less than 100 students in Taipei County in the academic year 2007. Then 233 valid questionnaires were collected. The individual case interviews were conducted. The information acquired by the interviews was analyzed. The information acquired by the questionnaires was analyzed by the following methods: percentage, frequency distribution, mean, standard deviation, t test, and one factor ANOVA. The major conclusions and suggestions drawn from this study are as follows,
Major conclusions:
1. Due to the declining birthrate and the population outflow, the number of students in small schools in remote districts also declined. Facing school consolidation, these schools had to actively develop their characteristics and to create their value of education.
2. Since most related personnel did not want school consolidation, it showed the lowest score in the related personnel assessment indicators. Therefore, the people’s opinions should be highly respected.
3. The aspect of culture passage of the small schools facing school consolidation was highly valued by the related personnel.
4. The counter aspect of environment and distance got high score in the counter aspect of related personnel assessment indicator.
5. The aspect of the feelings of the alumni should be highly valued when the schools faced consolidation.
6. The variable, different backgrounds of school personnel, varied among the 3 assessment indicators: concern for related people, concern for environment and facilities and concern for feelings of alumni.
7. The variable, different backgrounds of community people, showed different aspects in the 2 assessment indicators: consideration of administration scale and consideration of school distance.
8. The number one way the related personnel chose was to have small schools develop their characteristics and have no need to be consolidated. The number two way they chose was the new concept of “united schools” when schools underwent consolidation.
9. For the timetable of “the Plan of Small School Transformation in Taipei County,” it should be comprehensively assessed, then to produce the priority procedures and to propose the measures in advance.
10. The consolidated school personnel viewed their school be transformed to “the Ecological Educational Park” as the top priority. The community people viewed their community be transformed to “the Community Activity Center” as the top priority.
11. The number one choice for the transportation arrangement of consolidated school students all agreed was to have students take the buses arranged by the county government.
12. For the measure for preferential tuition fee, it was considered that the small school students should be given complete care, since most students were economically disadvantaged.
13. The consolidation plan of small schools should be more comprehensive. The measures should be complete. The communication had to be done in advance. It should be given assistance during the consolidation process and followed by periodical aftercare.
Based on the conclusions of the study, the suggestions are proposed as follows,
1. Suggestions for the education administration authorities:
(1) The number of students should not be the only concern for school consolidation. School consolidation should be comprehensively assessed and then followed by mid-term and long-term plans.
(2) The consensus had to be reached by the schools which were in the tentative list of consolidation. The comprehensive measures should be prepared.
(3) For the schools which were in the list of consolidation, a series of working procedures should be planned and followed by periodical guidance in order to have the consolidation develop its greatest value.
2. Suggestions for the schools:
(1)To apply new administration concept for small schools “strategic union-united schools” in order to promote school competitiveness.
(2) To link up the community resources to develop school characteristics; to play the role of communication platform for other schools in order to create new value of education.
(3) For schools which were in the list of consolidation, they should play the role of communication and coordinator in advance to cope with the coming tasks.
