When the great deal of information flow on the network simultaneously, the network bandwidth , server or router is overload, and it causes information delay. Due to the problem of the internet rush, it leads to the difficulty of requing information. This study is aimed to reduce internet rush by setting up additional charge at rush hour. Firstly, the cost function is established. The study imitates the implementation of the Star Cruises’ internet booking service, and offers a special price to those customers who can place an order on internet before rush hour. In this way, those customers will avoid wasting “Opportunity cost” that is caused by internet congestion. But those customers who order earlier will face the risk of paying surcharge fee if they cancel the order later. And the rest customers who place order between special price period and congestion period have time attributes problem too. According to those cost function, the study has established the best price structure for the Optimal time-varying toll, the Optimal step toll and the Optimal 2-step toll. In this study, the internet orders during congestion and discount period are the relation of positive gradient, and the other orders at no discount period are appear with negative gradient. In the Optimal time-varying model we knew that the last order at fixed special price have to afford the maximum congestion toll. It is hard to implement because of fluctuant price. Therefore, we use “Optimal Pricing Steps” to charge for fixed congestion toll, at the Optimal step toll we charge for half of non congestion toll, and save half of time waiting for order other than implementing Optimal Pricing Steps. Therefore the Optimal 2-step toll can save 2/3 of time. And there are two period of time that no one use the discount price. In the other hand the non discount period also exist. customers who will avoid paying congestion toll. This study concludes the customer’s amount in every section of each Optimal Pricing Steps. According to this result, the enterprise executive can easily calculate total income after implementation congestion toll at internet booking system, and to evaluate appropriate devotion cost. Through the Star Cruise's SWOT analysis, the special discount price or reducing price, is perhaps the means to attract consumer. But, numerous consumers book tickets online may cause the internet rush. To solve the rush problem of tickets booking online by the means of economy is the purpose of the study.
