The efficiency of police station decides the common people’s impression on the government. Police maintains public security, traffic and provide quality service for the people. The existing performance evaluation system for police stations has been able to take criminal investigation and crime prevention into account, but still lack the trend of the times and couldn’t balance the culture and environment of difference place. Therefore, the result of performance evaluation is not fair and objective. After Data Envelopment Analysis (DEA) was proposed since 1978, it has developed a complete theoretical base. Referring to the literature that has been published, Data Envelopment Analysis (DEA) uses methods without parameters to measure the performance. It is more objective to the performance evaluation of non-profit organization and branch. Furthermore, taking single and multiple periods into consideration, it makes the performance assessment of police stations more righteous, and can provide new thinking on the performance assessment of police stations for police administrator. In this thesis, from 2004 to 2007 AD, for a total of four years, we treat 23 police stations of Keelung City Police Bureau as the research object. The number of policeman, the number of criminal cases, the number of traffic accident, the average time of daily patrol and the area complexity are selected as the input variables and the number of solved criminal cases, the number of traffic violations cited, people’s satisfaction on patrol and road check, on the condition of public order and on the police service are regarded as output variables. We use CCR and BCC model of Data Envelopment Analysis to evaluate the overall efficiency of police stations of Keelung City Police Bureau and measure their difference. In addition, slack analysis is performed on the input and output of policy stations to reveal which police station could keep high efficiency or be inefficient in the long run. It can provide direction for police stations which are inefficient to regulate professional work and duty in order to promote achievement. The result of this thesis will be helpful to the improvement of current evaluation system and provide the police department a reference to the policy in the improvement of police stations.
