For promote of competition in order to cost down operation, the large-size of all container vessel have became a tendency of marine shipping. Countries of all the world are improving load/discharge facilities of port for attraction them boarding, zealous for to promote efficiency of operation and to increase capability of competition in order to match the requirement of large-size vessel and to become international marine transfer center. However, the level of port service depend on the distribution of port and arrangement of facilities, and they also effect the cost and operation of harbor, therefore, economically and efficiently with proper arrangement of facilities are the key points of harbor. This paper is studied the horizontal transportation between container vessel berths and container yard, identify the ambit within between the transportation of shore shoulder on load/discharge system of gantry cranes and container yard. For the purpose to increase terminal efficiency of load/discharge and to reduce berthing time, the capability to dispatch of shore shoulder transportation to support lift machines was the key factor. To understand current condition of container terminal operation by through with professor visit to generalize the substitute model of transportation and build up a analytical fierarchy structure to make a sample by one of container terminal at Kaohsiung port to design investigation sheet which is planning to build. According the data of sheets to proceed Fuzzy AHP to bring the best conclusion to marine shipper for reference.
