Caused by activities of these two tectonic plates, there are frequent earthquake in Taiwan. Earthquake is unpredictable even science evolved rapidly. Hence, the life and property were threatened. The government could not bear the huge loss caused by the earthquake; therefore it relies on the issuance system for risk diversification. Presently, the earthquake insurance system picks the flat rate and fixed quantity system. It could not ensure compensating the building damage and the populace loss. Due to the technology progress and population increment, tall buildings and great mansions are around everywhere. In the pass, people used Reinforced Concrete (RC) as the building material and it moves to Steel Structure (SS) or Steel Concrete Construction (SRC). These structures also have added more energy dissipation, damping and isolation facilities to reduce the impact of the earthquake. Based on the idea of "raise the security protection and reduce the insurance premium", it must be discussed if the present issuance system should adopt the liberalization of rates instead of flat rate, just like the fire insurance or other advanced countries did. This research focuses on the characteristic of high-rise buildings nowadays, and compares various earthquake insurance systems with system of other countries. By referring to the fire insurance, the relationship between the vibration period of high-rise buildings and the earthquake insurance is inferred.
