No matter what the race, occupation or politics in Taiwan, the society has expended the structural aspect towards consciousness one. Behind the growth of economic sectors rapidly, it would be exist splitting up in our society. At this moment, the building of citizenship has been unable to explore more deeply the splitting phenomenon in the world. Therefore, the purpose of the research attempted to catch up on the inadequate constructing citizenship and tried to connect with the gap of societies throughout the concept of cultural citizenship constructing. The theoretical framework of the research was to adopt the concept of cultural citizenship Nick Stevenson provided and tried to coordinate Tsai’s action learning model in community empowerment in addition to combined the argument of cultural quality Chen proposed. With reviewing the literature, the researcher tried to propose a cultural citizenship shaping learning model and examined the constructing processes throughout the observation and interview in community empowerment. The application of result could be not only proved the policy of promotion community empowerment effectiveness but also could heave the quality of cultural citizenship.
