It’s in Taichung County. The main topic of this dissertation is to probe commercial streets development of Shih-Gang during these three periods, the Ching Dynasty, Japanese colonial period, and the Government of KMT. The research is made by collecting documents, analyzing maps, and investiga- ting fields that were hit twice by two big earthquakes. I aim at finding out the different characteristics existing in different periods in Shih-Gang, and the critical factors behind the scenes resulting in the change. The developments of Shih-Gang Township are affected by its location and land exploitation in different periods. Before the Han people moved into this area, it used to be the place where the Pazeh people and the Atayal people lived. As the increase of the Han people’s moving in, the Ching government set a demarcation in Tu-Niu area to separate the Han people, the Pazeh, and the Atayal. Then, Shih-Gang had a chance to become the core of the mountain city of the central terrain. But later on, the Ching government built factories in Tung-Shih-Chiao because of the demand for wood. As all defences moved to the east, Shih-Gang turned into an interim place for the Han people to reclaim the land in the east. Therefore, Shih-Gang lost the chance to become the core of the city. After more and more Han people came to open up the east land, the ownership of the land was transited from the Pingpu tribes to the Han people who got the authority gradually, which deprived the Pingpu tribes of the land. At last, some people of the Pingpu tribes moved to Pu-Li, and the rest blended into the Han society. Shih-Gang became the Han people’s traditional agricultural settlements. And the places in Shih-Gang-Zai gradually became the trade area. That’s why the commercial streets were formed. During Japanese colonial period, the land exploitation strategy led by the colonial government was the major agency of promoting the development of Shih-Gang settlements and the commercial streets. Before Tun-Tzu- Chiao earthquake hit, the development of Pa-Hsien-Shan forestry brought the establishment of the spatial management and the transportation system which made the Tu-Niu area broadened and expanded its business region. But this area couldn’t develop well because it was placed in between these two big cities , Fong-Yuan and Tung-Shih. After Tun-Tzu- Chiao earthquake hit , the city improvement plan had ridded Shih-Gang city of the lined street development in the Ching Dynasty , and then made it close to modern tessellated street gradually. After the war , the KMT government’s land exploitation strategy affected the development of Shih-Gang settlements and the commercial streets . Before Chi-Chi earthquake hit , the building of Shih-Gang dam hindered the busniess in this place. Besides the restriction of geography , Shih-Gang could only develop the second industry bordering the core of the city in the urbanization progress, such as the retail trade and wholesale. As we know, Shih-Gang is subordinate to Fong-Yuan and Tung- Shih. At that time, the spatial changes of the streets were broadened by the plan of city improvement plan and the roads building. After Chi-Chi earthquake hit, Tung-Fong green bikeway was promoted to develop its tourism and business in Shih-Gang. Now the Shih-Gang settlements and the commercial streets has turned into the modern agricultural society.
