These standards could be references for the administration of the educational organization, elementary schools and other stakeholders in processing meta-evaluation of elementary schools’ teacher evaluation. There are several steps to accomplish this purpose. First, review the related literature and bibliography of meta-evaluation to realize the foundation, and read the related literature and bibliography about teacher evaluation in Taiwan to get the inspiration of how to structure the meta-evaluation standards. The researcher tries to set up the ‘The First Stage Q&A Survey of Delphi Technique’ by literature review. Second, consult with some experts and specialists (expert panel) for their opinions and ideas on the degree of importance of the meta-evaluation standards of elementary schools’ teacher evaluation through the implementation of Delphi technique. There are nineteen experts and specialists participating in this study, including scholars, administrators of education, staves of schools, representatives of teachers (association), and representatives of parents (association). When the opinions of these people are highly consentaneous, the Q&A Survey of Delphi technique will be suspended. The Q&A Survey of Delphi Technique has been conducted three times in this study. Third, through the above research procedure, this study has built up a set of ‘the Meta-evaluation Standards of Teacher Evaluations in Elementary Schools’. They are divided into six domains, 26 items and 177 meta-evaluation standards. Furthermore, the researcher applied the principal component analysis to sieve out 47 simplified standards from the 177 standards. These meta-evaluation standards could be provided for putting the meta-evaluation of elementary schools’ teacher evaluation into practice in the future. Finally, the researcher tries to make some recommendations based on the conclusions of the study for educational authorities, elementary schools, other stakeholders, and for future studies.
