The ability to search for information on the internet has been a required skill of the modern people. However, how to analyze search portfolios is still a hot issue being discussed. Most of the studies are trying to find ways to assist teachers evaluate their students’ web search skills more accurately, but the record of the search portfolios is still not complete. For instance: there is no related record of the behavior of students browsing on the web, and the portfolio record can not show the actual performance of the students. Hence, the purpose of this study is to develop a teaching and learning system with functions to record the whole actual process of learning, to share learning records with fellow students, and to present the process of students’ actual performance, which not only helps teachers totally get their students’ learning behavior under control, it can also improve students’ web search ability through viewing other students’ learning records. After establishing this system, the author of this study chose students in two different classes on the fourth grade level by random for this special experiment. One class is a control group while the other is an experimental group. Two groups of students underwent pre-test activities without viewing others’ records, followed by having the experimental group undergo the experimental activities of the viewing pre-test learning records. After the experiments, these two groups of students underwent the post-test search activities also without viewing others’ records. The results of this study show: When the students have viewed others’ learning records by using this system, there is an obvious difference in the searching results between the experimental group and the control group.
