In order to reach the research goal, the researcher decided to make the fifth grade and the sixth grade students and their homeroom teachers of public elementary schools in Kaohsiung County to be the research target. Researcher used the original research tool to survey, which were “the question volume of the knowledge and capability of human rights education for elementary homeroom teachers.” and “the question volume of class atmosphere for elementary senior students.” Researcher gathered all survey results to analyze with statistics methods, which were frequency, percentage, T-test, one-way ANDVA, and Pearson product-moment correlation. Discoveries of this research are as follow: 1. Most elementary homeroom teachers in Kaohsiung County had complete knowledge and capability for human rights education. 2. Most elementary senior students in Kaohsiung County thought the “class atmosphere” is harmonious, but the “class order” is low. 3. “The size of school” would make an obvious difference to the knowledge and capability of elementary homeroom teachers. However, some variables, such as “ the sex”, “age”, “years of teaching”, “education level”, “further study for human rights”, “teaching grade”, and “school location”, didn’t make an obvious difference. 4. The background variables “the sex” and “age” of elementary homeroom teachers would make obvious difference to class atmosphere. 5. Elementary senior students had evident different feeling about class atmosphere because of their “grade”, “cadre experience” and “school location”. 6. It showed obvious positive connection between the knowledge and capability of human rights education of elementary homeroom teachers in Kaohsiung County and class atmosphere. However, it appeared negative connection between the skill of human rights education and class atmosphere.
