According to the research findings, made some suggestions for the authority concerned, the teachers of special education in elementary and secondary school in Yunlin County, and future research. The survey data were collected with questionnaire from the teachers, and the parent's association of the special education class from 89 to 96 in Yunlin County and including interview with 3 teachers, 4 parents, and 8 evaluation members. The valid number of questionnaires was from the teachers was 226, and the returned rate reached 85.6%; the valid number of questionnaires from the parent association was 105, and the returned rate reached 64.8%. The tools administered for the study was “Questionnaire of evaluation of the special education class in compulsory education Level.” The survey data were analyzed by descriptive statistics, ANOVA. The findings conclude to a tentative evaluation scheme with eight parts, thirty-three items and seventy-four sub items. Furthermore, the following suggestions are raised for concerning institutions or personnel: 1). For educational organizations: a). The methods of evaluation should be diverse, such as on-line ratings and parts of evaluation items can be integrated with Academic Affairs Appraisal in the Academic Year 2009 b). On account of the equality and objectivity, the method of evaluation should adapt centralized evaluation or the same items are evaluated by the same evaluation member. c). The number of evaluation items can be more parsimony and offer the school being rated more flexibility on the evaluation items. d). The number of evaluators should increase. e). To draw up the appeal system of evaluation. f). To form a follow-up tracing counseling group for assisting the improvement of the school by the way of guidance and aids. g). To make a whole review about the four time evaluations from 89 to 96. 2). For teachers of special education: a). The teachers should form a habit of collecting and making teaching portfolio to avoid the pressure for preparing the evaluation. b). The authorities of Department of Education should establish evaluation group to manage the affairs of evaluation. c).
