| Summary: | 碩士 === 國立臺灣體育大學(桃園) === 體育推廣學系碩士班 === 96 === This study is tend to investigate the development origin, the implementation results of the first stage, the reforms and implementation present situations of the second stage of “The plans of Winning Honor in Olympic Games”(“The plans” for short) since China joined the UN and “The plans” to be announced until now. This study uses the literature analytic method to carry on composes.The investigation discovered that, After China joined the UN, China announced the first stage of “The plans” in 1995 because of political, technical level and social economy factors. To take 16 summer sports and 3 winter sports of Olympic Games as the key projects, and to develop "the most economical projects" in the future are implemented key projects. In scientific research investment aspect, China announced “science and technology project for Rising Contribute Ability of China for Olympic Game” as the necessary measure for “The plans”. In competition and management organizational reforms, China connected the nation games and the Olympic Games sports, and reorganized the national sports organization and carries on the personnel to simplify, and approximately cut down the lower level government administration staff or integrate them with other departments. In reserve echelon and training system enhancement, China established sports administrative center and three organized ways to national sports teams, and energetically put triple stages training system into practice, and implemented grade system for trainer specialized technology duty. But there were some problems like funds and talented person insufficiency, and is unable to unify the training and scientific research, and the different goal from lower level and nation governments and so on after examined the first stage of “The plans”. So China announced the second stage of “The plans” in 2002. It maintained the key projects and invested more resources for potential superiority projects. In scientific research investment aspect, China formulated “2001-2010 Year Sports Science and technology Development Plan” and “Olympic Games Brings honor Technical Motion Plan” and used Liu Xiang experience to the other projects. In competition and management organizational reforms, China government is suppose to avoid wasting resources on too much events, and establish three measures to correct the provinces and cities goals, and accelerate the implementation for independent juridical associations. In reserve echelon and training system enhancement, China is suppose to improve the difficult situation of talented reserves, and revises and enlarges the bill to urge coach positively to train.
