Therefore, on the basis of the administrant serve of the welfare state, the government must face national people each demands in this dimension seriously. Hence, policy is one of the most basic responses the government could give. The purpose of this research was to investigate the application and criticism of the planning theory into the gold plan, and to introduce the background and overview of the gold plan. After understanding the practice and theory of the gold plan, we expected to offer practical suggestion for the sport administrative organization as references. This research adopted history and policy analysis, and used literature analysis as its method primarily. The research was mainly aimed at the gold plan to analyze. We regarded the apriority and the generality of public policy theory as a controversies and as a basic point. Otherwise, we observed the paradox of the practical policy or the advantages and the defects of its, and then gave criticisms and offered improvable suggestions. In conclusion, we proposed the whole demonstrative model to strengthen this research’s framework first. The following were the conclusions: In terms of planning, the executive officers who carried out the gold plan could exploit more authentic ways when setting up goals, for example holding more public meeting. In addition, they should take account of acceptability and feasibility in the assessable demands of the gold plan. They should understand which resources this plan needed when designing selective programs. Before assessing selective programs, they should take cost-effective, political feasibility and fairness into account to analyses each selective program, then elected the programs fill in with the cost best. When designed the executive methods, they should make clearly the assignments and the restrained procedure of gold plan. In the estimation item, the main work was the efficiency analysis. In other words, they should perform some control mechanisms, for example, in order to capture the Olympic gold, it is important to choose the key items to cultivate outstanding or potential players and to cooperate with every individual event association and so forth. Thus, the policy was carried out was proceeding to compare the post-efficiency. Finally, it was about feedback. At the beginning of planning, they should plan the feedback mechanism and the assessable mechanism first. Even the pre-assessed system, they should find out the difficulties as soon as possible and should revise them immediately.
