The aim is to find the relationship between its organizational developments, operating strategy, and the leadership characteristics. Youth Daily is affiliated to the Ministry of National Defense. Its operation has been altered along with the ministry’s policy on organizational adjustment and the reduction on military manpower in year 2007. Youth Daily News is facing its new challenge on both the operation and development because of the new policy. The research is based on “Individual Case Research Method.” Through the interview with its runner and the high-ranking managers, I try to make a detailed depiction on how Youth Daily could alter its “traditional” operating strategy and concept as well as making its reaction against the oppression brought by the whole situation of the military reformation and the competition from other news agencies. This demonstrates that Youth Daily bears the pressure of alternation of its operation. This research will take Youth Daily as the main subject to discuss its organization development, in light to conclude its future direction. Through the research, we can clearly see that after 50 years of operation, Youth Daily has become an organization with stable system and human capital. However, facing the difficulty brought by social change, simplification of national defense, and its own operational plight, Youth Daily had to change in order to keep the business running. During the organization reformation, Youth Daily first made its own operation predicament clear to the employees through education and communication to gain support from them for the following action of possible lay-offs. Youth Daily used interviews and semi-compulsory exams to filter out 100 unqualified employees, in the mean time, the agency also provides abundant compensation to abet the protest from the lay-offs. In addition, because the employers of Youth Daily News bear a good knowledge of the agency’s organization reformation, which demonstrate that the managers have shown their leadership in this sense. The reformation is mission-oriented, and the managers stressed on the employer’s work ethic and the outcomes of their work, therefore, employees developed a sense of identification towards their jobs, so that the reformation could be carried out smoothly. This research aims on the co-relations between the dependents with theory as a foundation to strengthen and confirm the application and values of an academic theory, in hope that theory and practice are compatible with one another. Through the analysis of data collected from the agency, and the interviews carried out within the firm, we can understand the strategy of its post-reformation era. In the mean time, with the positive information of the research, I hope to provide suggestions and possible directions to the management of state-run business.
