The study has two steps: in the first step, 70 communities are selected as research subjects whose CFP are conducted at least three times. The project items done by selected communities have been reviewed, and then categorize them into eight main items: education and training, investigation, construction of facilities and maintaining, publication, patrol, popularize, and environmental greening. Those main items are further analyzed by the formal concept analysis (FCA) to find the relationships of those items. The final step of the study is to analyze the empowerment courses further. Results show that the main item “education and training” is the most activities that communities had held in the first stage of CFP. Contents of empowerment courses have ten sub-items: general concept of propaganda, investigation techniques and equipment operation, interpret training, monitoring skills training, green landscaping technology, first aid courses, community products marketing, traditional industries skill, and statute knowledge.
