Most people in Taiwan consider that the public security was deteriorating and the rate of crime was rising, and there is a threat to life, health and the property. Thus, people felt no little apprehension over the public security, and the maintenance of public safety will be performed with difficulty due to the limitation of traditional police strategies. In response to the public raise their demand for improving public security, the police bureaus in each city and county should establish and perfect a crisis management mechanism and effective public security strategies. Although goverment adopted the methods which into the community and the measures of cooperating with social groups, it can not avoid existing large opinion gaps between public and government when implementing public security strategy. The purpose of this study is to explore the correlation among sense of crisis and perception of impact from the perspectives of the general public and the police in an empirical analysis. The aim is to provide a reference for police agencies to better understand whether the public security strategies have truly resolved the problems during policy evaluation. It is expected that the results will enable police agencies to gain a clearer understanding of the difference between the public’s and police’s perceptions of the influence on public security. This can be accomplished through a reverse or even two-way approach, instead of having to passively accept the results, or draft corresponding plans through a one-way approach, in order to review the priorities related to various police services and duties, and pay more attention to security and non-security events that closely affect people’s lives. The scope of this study covers Twenty Four cities and counties in Taiwan with a combined population and police officers. A total of 3,500 copies of the questionnaire were actually distributed, and 2,922 valid copies were retrieved. The findings of the study, the criminal statistics can’t been used as placation to people with deeper sense, in spite of the main traditional role of the police service is rigid duty on solving cases to reduce crime rates in the government’s critical public security strategy and different types of police duties. The viewpoints from crime aggregation, the results revealed significant differences between the cities and counties in structure of public security, and the crime prevention strategy should be proposed according to local characteristics. It is not different between the attribute of crime types and public security structure in terms of the population density, the land area and the urban degree; but each city and county has its own attribute of crime types and the public security strategy should be planned for each of them. This research applied the analysis of multidimensional scaling to position public security structure and the attribute of crime types, and provided public security tactics model.
