碩士 === 國立屏東科技大學 === 土木工程系所 === 96 === This research was attempted to understand the degree of satisfaction in standard operation procedure（SOP） for staffs undertaking scouting and rescues for upland calamity and investigation the necessity to redact the standard operational procedure SOP for upland calamity in the different mountain characteristic. This research took the North Darwu Mountain in Pingtung County as an example, using the questionnaire survey to understand the cognition degree of the mechanisms to upland calamity and equipment response for the personnel who were in execution scouting and rescues for upland calamity. The research object took the North Darwu Mountain in Pingtung County as the scope, including fire fighting and non-obligation staffs undertaking scouting and search for upland calamity and the civil rescue association total 151 person as sampling groups. Using the way of giving and asking to collect data altogether had 134 effective questionnaires. The content of questionnaire included three levels, first was the cognition degree of mechanism of upland calamity for personnel execution scouting and rescues. Second were rescue manpower, the equipment, and the skill as execution upland calamity. The final level was the regarding upland calamity personnel basic information. From the statistical analysis result showed that the current standard operational procedure SOP for upland calamity was unable to satisfy fulfill upland calamity to scouting and rescue, still had the necessity to redact in view of the different mountain territory characteristic. Meanwhile regarding when carries out upland calamity scouting and rescue must the conformity government each correlation unit and combine civil rescue association, to compose upland calamity scouting and rescue team that would be able to carry out upland calamity search and rescue works. In order to promote internal skill for upland calamity scouting and rescue government must to conduct skill training programs and the academic seminar for upland calamity. When consider the difference of personnel personal background in execution to scout and rescue works, regarding the cognition degree of the mechanisms and accouterment for upland calamity scouting and rescues, result of response demonstrated that the years of engaged in the scouting and rescue work and the background of participant had significantly different in mechanisms and accouterment for upland calamity scouting and rescues.
