The spaces under elevated section have remained unused since the highway being constructed. To use the spaces mentioned above is now an important issue. This study focuses on optimizing use of the space under elevated sections of National Highway 3 in Pingtung. A questionnaire contains opinions from related experts, populace, and the public opinion representatives and government staffs. Furthermore, it is hoped to offer some possible thoughts to the government policy-maker when planning utilizing the space mentioned, in order to avoid the improper policy-making resulting in boondoggle and disagreeing with expectation of the populace. The results in this study expect to draw an outline for a perfect, approachable, humanistic, and adequate space under Elevated Sections of National Highway 3 in Pingtung. Firstly, literature reviewing collects related literatures and data. Secondly, questionnaire survey will be held among the experts, populaces, public opinion representatives and government staffs. Thirdly, statistics analysis shows the analytical results concerning current status and the proposition of utilization and maintenance. Finally, Some proposed usages of the space under elevated sections of National Highway 3 in Pingtung will be presented. There are studies on use of the space under elevated roads in high-land-cost and crowded areas such as Taipei, etc. However, the sections of National Highway 3 in Pingtung are not in urban areas. The neighboring residents usually do not have imperious demand using space under the elevated section. The contract between the studies in different areas is also a major concern. The results of the study show that noncommercial service is the first expectation for most of the populaces in Pingtung County when using the space under elevated section. The top one preference is the bikeway, and the next is the traffic facilities. The expectations for using the space under elevated section in Pingtung are completely different from those in Taipei where the spaces mostly are used as parks, gas stations, government institutions, car wash facilities, markets, community centers, and so forth.
